Background:
On May 6, 2025, the City Council approved a professional services agreement with Gallagher Benefit Services, Inc. ("Gallagher") to complete a classification and total compensation study. On March 30, 2026, Council received and filed the Citywide Final Classification and Total Compensation Reports.
The City has completed the meet and confer process with bargaining units regarding the Gallagher study. On tonight's agenda, a successor memorandum of understanding between the City and the Manteca Mid-Manager Association (MMA) is recommended for approval; the salary matrices associated with the MOU includes the salary ranges for these new job classifications. The existing Deputy Director of Waste Management and Fleet Services is being reclassified to Assistant Director of Waste Management and Fleet Services in the Executive Management group; the salary matrices for Executive Management are on tonight's agenda also. This staff report and resolution only includes new job classifications that have substantive updates; existing job classifications with job title changes and non-substantive changes are not required to be re-approved by Council.
