Adopt a resolution approving Amendment No. 2 to Agreement C2025-04 with TRC Engineers, Inc. for the Main Street (Northgate Drive to Alameda Street) Bike and Pedestrian Improvement Project CIP No. 20005 in the amount of $40,000 and authorizing the City Manager or their designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
The Highway Safety Improvement Program (HSIP) is a federal program that funds transportation-related safety projects. The Active Transportation Program (ATP) is a San Joaquin Council of Governments ("SJCOG") program funded by Measure K that funds transportation-related pedestrian and bicycle safety improvements.
The Main Street (Northgate Drive to Alameda Street) Bike and Pedestrian Improvement Project CIP 20005 ("Project") includes the installation of:
- Bike lanes along the west side of Main Street.
- Raised medians and fencing along the centerline of Main Street.
- Bike lanes along the east side of Main Street.
- Enhanced pedestrian crossings.
- High Intensity Activated Crosswalk Pedestrian Hybrid Beacon signal system at the Main Street intersection with Edison Street.
- Traffic signal loop modifications along Main Street from Northgate Drive to Alameda Street.
- Pavement rehabilitation by removing and installing 2-inches of new asphalt, additional dig-outs on areas where base failures are visible
