Background:
Pursuant to California Government Code Section 36801, City Council shall, at the meeting at which the declaration of the election results for a General Municipal Election is made, choose one of its members as Vice Mayor.
Historically, in the City of Manteca, the newly elected Councilmember receiving the highest number of votes will be appointed as Vice Mayor by the Mayor. The position is held until the following December, at which time the position will rotate to the Councilmember receiving the second highest number of votes in his/her election, by appointment of the Mayor. This process allows for each member of Council to fill the seat of Vice Mayor once during their four-year term.
The Elections and Government Code are silent as to the process to be followed for selection of the Vice Mayor.
The past process used by the City Council has been effective. If City Council decides to move forward with past process, Councilmember Halford served as Vice Mayor for the Calendar Year 2025 and Councilmember Lackey would serve as Vice Mayor for the Calendar Year 2026.
