Appoint a member of City Council as the City representative to the Tri-Valley - San Joaquin Valley Regional Rail Authority.

Background:
Councilmember Moorhead currently is the City’s representative to the Tri-Valley - San Joaquin Valley Regional Rail Authority (Authority). It has been requested by Councilmember Moorhead that the Mayor and City Council review the appointment to the Authority.
About the Authority:
AB 758 (Eggman/Baker) established the Tri-Valley - San Joaquin Valley Regional Rail Authority effective January 1, 2018, for the purpose of planning and constructing a cost effective and responsive rail connection between BART and ACE in the Tri-Valley. Members of the new Authority are the following:
• Town of Danville
• City of San Ramon
• City of Dublin
• City of Pleasanton
• City of Livermore
• City of Tracy
• City of Manteca
• City of Lathrop
• City of Stockton
• Mountain House Community Services District
• County of Alameda
• County of San Joaquin
• Livermore Amador Valley Transit Authority
• Bay Area Rapid Transit District
• San Joaquin Regional Rail Commission
Meeting Times: 2nd Wednesday of each month @ 2pm
Location: Tracy Transit Center and Martinelli Event Center, Livermore- alternating months
