Adopt a resolution authorizing the purchase of an additional dormitory modular unit for the City of Manteca's Unsheltered Emergency Low Barrier Navigation Center at a cost not to exceed $330,939.74, including a 10% contingency, along with the extension of electrical services and re-evaluation of an environmental assessment in compliance with 24 CFR Part 58 ? 58.47(a)(1), acceptance of eight (8) refurbished 8x20 insulated containers, and authorize the City Manager to sign all necessary documents associated with this purchase (Exempt from NEPA pursuant to 24 CFR Part 58 ? 58.47(a)(1) (no significant environmental impacts); Exempt from CEQA pursuant to 14 Cal. Code Regs. ? 15269 (c) (Emergency Project and per AB 101, Government Code section 65583.2(i))).

Background:
The Unsheltered Emergency Center ("The Center"), located at 555 Industrial Park Way, provides temporary shelter and essential services to Manteca's unsheltered residents until they can transition to the future permanent Navigation Center at 682 S. Main Street. In 2023, the City purchased two dormitory modular units, one designated for women and one for men, with the capacity to shelter 25 individuals in each unit; however, demand for shelter services remains high, particularly for unsheltered men. The City has identified the need for an additional modular unit to provide further capacity.
The proposed modular unit will add 25 more beds and include essential safety features such as fire sprinklers, smoke detectors, and carbon monoxide detectors.
