Adopt a resolution approving the Salary Matrix for Executive Management, and approving a budget appropriation in the amount of $18,000 from the General Fund Undesignated Reserves to account 100.13.00.001-5000.01 to fund the equity adjustment necessary to alleviate compaction between the Fire Chief and immediate subordinates.

Background:
Contract approval allowing increased incentive pay and merit increases resulted in salary compaction issues in public safety. This has again affected the Fire Chief and Assistant Fire Chief initiating a review pursuant to the City’s Executive Management Summary of Salary and Benefits (SSB) which states: The total net PERSable compensation, including any cost sharing, will be reviewed to ensure salaries have a minimum 5% compaction separation from the immediate subordinates of the executive manager. This review will occur any time there is a change in compensation of a subordinate.
Based on the review we are recommending Range 78A for the Fire Chief (currently 75A). Historically, Manteca has maintained the five percent separation in salary between its executive positions and the next salary level. This will be retroactive back to July 1, 2022.
In addition, staff is recommending approval of the updated Salary Matrix for Executive Management.
Fiscal Impact:
Compensation (salary and benefits) for the Fire Chief position is budgeted in the General Fund. Staff recommends approving a budget appropriation in the amount of $18,000 to fund the Fire Chief adjustment in Account No. 100.13.00.001-5000.01. The approved appropriation would be funded from available undesignated fund balance.
