Conduct a public hearing for the Yosemite Mixed Use Conversion, Batch GPA Site 5 Project, and adopt a resolution making the necessary findings to adopt an Initial Study/Mitigated Negative Declaration (SCH# 2026040460) and its associated Mitigation Monitoring and Reporting Program prepared for the project; adopt a resolution approving a General Plan Amendment redesignating the project parcels identified in the Batch GPA Site 5 Project; and waive the first reading by substitution of title and introduce an Ordinance of the City Council of the City of Manteca, State of California, amending the Zoning Map set forth in Section 17.20.040 of Chapter 17.20, of Title 17 of the Manteca Municipal Code, by rezoning the Batch GPA Site 5 Project parcels from Public/Quasi Public (PQP), Planned Development (PD), Light Industrial (M1), and Limited Multiple Family Dwelling (R2) to the Mixed Use Commercial (CMU) Zone District.

Background:
The proposed project consists of a General Plan Amendment (GPA 26-39) to the Land Use Map and a Rezone amending the Zoning Map for a site located on West Yosemite Avenue and South Airport Way in the City of Manteca. The amendments are intended to provide consistency between the City's General Plan and Zoning and to facilitate future public infrastructure improvements, public/quasi-public facilities, commercial development opportunities, and residential development opportunities. The project does not include approval of any specific development proposal or construction activity at this time.
