Approve Amendment No. 3 to an Agreement for Solid Waste Transfer Station Services (A-15-317) with San Joaquin County extending the contract term to December 31, 2026 with an additional extension of 9 months through September 30, 2027; and authorize the City Manager or designee to sign the amendment.

Background:
On September 15, 2015, City of Manteca ("City") entered into an agreement (A-15-317) with the County of San Joaquin ("County") to provide services at the Solid Waste Transfer Station (Lovelace Transfer Station) for City of Manteca Solid Waste Division. Since its inception, the agreement has been amended twice. The First Amendment was entered into agreement on November 22, 2017, and the Second Amendment was entered into agreement on May 21, 2019. These amendments have allowed continued and uninterrupted solid wase disposal service for Manteca's municipal operations.
The City's current agreement for Solid Waste Transfer Station Services expires on September 30, 2025. The City seeks to extend the contract term to December 31, 2026, with an additional extension for nine months through September 30, 2027. During this time the City and County intend to engage in good faith negotiations to develop a new, long-term agreement that ensures continuity of service and mutual benefit for both the City and the County.
The Lovelace Transfer Station is located at 2323 Lovelace Road in Manteca. The proximity of the transfer station reduces travel time which results in lower fuel costs, reduction of wear and tear on the solid waste fleet and improved operational efficiency. There is an overall cost-effectivenes...
