From:

Riana Daniel, Interim City Attorney

Date:

October 21, 2025

Subject:

Amending Municipal Code Chapter 12.12 “Parks and Recreation Facility Use”

Recommendation:

title

Waive the first reading by substitution of the title and introduce an Ordinance of the City Council of the City of Manteca, State of California, amending Chapter 12.12 “Parks and Recreation Facility Use” of the Manteca Municipal Code to allow consumption of alcohol in Woodward Park and Library Park for special events.

body

Background:

The Manteca Municipal Code (MMC), Chapter 12.12 “Parks and Recreation Facility Use”, regulates the use of parks, playgrounds, and recreation facilities throughout the City of Manteca (“City”). Sections 12.12.70, 12.12.80, and 12.12.90 of Chapter 12.12 of the MMC set forth the requirements for obtaining a permit for the exclusive use of a public park or facility within the City. MMC Section 9.12.030 sets forth the requirements for obtaining a permit for the consumption of alcohol at City facilities or public places.

To encourage community gatherings and events, the proposed amendment removes certain restrictions on Citywide events and permits alcohol consumption in designated parks during special events. Specifically, it would allow individuals to obtain permits for alcohol use at Woodward Park and Library Park when hosting approved special events.

Fiscal Impact:

There is no fiscal impact associated with this action.
