Background:
The City of Manteca ("City") Engineering Department routinely requires professional materials testing services associated with its management of development and capital improvement projects.

On March 11, 2026, the City issued a Request for Proposals ("RFP") for On-Call Materials Testing Services. The deadline to submit questions and/or inquiries was on March 26, 2026 and responses to questions/inquiries were published on the City's website on March 30, 2026.

On April 2, 2026, the City received proposals from the following Vendors:
