Conduct a public hearing for the Chamberlain Annexation Project and by motion; find the Project exempt from further environmental review pursuant to Section 15319 of the California Environmental Quality Act Guidelines; adopt a resolution approving Annexation (ANX 25-33) and authorize Staff to submit an application to the San Joaquin County Local Agency Formation Commission to initiate annexation proceedings for the Chamberlain Annexation Parcels APNs: 218-020-08, -14, -17, -18, -19, -24, and -25; and waive the first reading by substitution of the title and introduce an ordinance of the City of Manteca, State of California, amending the Zoning Map set forth in Section 17.20.040 of Chapter 17.20 of Title 17 of the Manteca Municipal Code by assigning APN: 218-020-14, -17, and -25 with a General Commercial (CG) prezone designation (Prezone 25-33 for the Chamberlain Annexation Project).

Background:
The project proposal ("the Project") entails a development application for an Annexation and Prezone ("the Application") filed by the City of Manteca (the "Applicant"), to annex approximately 17.4 acres, located north-east of the existing City boundaries, and Prezone APNs: 218-020-014, -017, and -025, approximately 6.42-acres of private land, with a General Commercial (CG) City zoning designation. There is no development being proposed as part of this application. Approval of the Project will establish contiguous City boundaries intended to facilitate future development to the north and east. A detailed analysis of the Project has been included as Attachment 1 entitled, "Planning Commission Staff Report."
