Adopt a resolution approving Amendment No. 2 to the Agreement (C2024-149) with Dewberry Engineers, Inc. for the Public Facilities Implementation Program update, increasing the contract amount by $25,570 and extending the term to June 30, 2026.

Background:
The City's Public Facilities Implementation Plan (PFIP) was originally adopted in 1993 with the purpose to:
1. Develop impact fees that are cost-competitive within the region;
2. Promote orderly growth in accordance with the General Plan; and
3. Develop and maintain an impact fee program that is flexible and responsive to changing market conditions.
Since its inception, the PFIP has undergone periodic updates, with the most recent one (PFIP Transportation) completed in 2018.
On August 20, 2024, the City Council approved a Professional Services Agreement with Dewberry Engineers Inc. (Dewberry), to update the City's PFIP. The work effort includes updating the respective sewer, water, storm, and transportation projects identified by the City, their cost estimates, and recommend accompanying fees with an expected completion date by June 30, 2025. This effort was published in the City of Manteca's Fiscal Year 2024-2025 Annual Budget, as one of the Engineering Department's "Goals & Priorities".
On June 17, 2025, the City Council extended Dewberry's contract to December 31, 2025, to include additional infrastructure projects not previously identified.
Dewberry has since completed inclusion of the additional projects along with the associated additional analysis and fee revisions. However, this work has pushed completion of the final report...
