Waive the first reading by substitution of the title and introduce and Ordinance of the City Council of the City of Manteca, State of California, amending Chapter 3.10, Section 3.10.130 " Citizens Oversight Committee" of the Manteca Municipal Code General Public Services and Transactions and Use Tax to establish a citizens oversight committee.

Background:
At the July 16, 2024 and August 20, 2024 regularly scheduled City Council meetings, respectively, the City Council approved the addition of Chapter 3.10 to the Manteca Municipal Code in anticipation of the possibility of the residents of Manteca approving a three-quarter percent (0.75%) transactions and use tax.
Chapter 3.10.130, entitled, "Citizens oversight committee," was deferred to a later date, pending approval or denial of "Measure Q" by the residents of Manteca, California at the November 5, 2024 general election.
On November 5, 2024, the residents of Manteca, California voted to approve Measure Q by majority vote, with the final margin coming to: 16,608 (50.62%) in favor of the measure, with 16,199 (49.38%) against the measure. The final vote was confirmed by the Registrar of Voters on December 3, 2024, and will be approved and certified by the San Joaquin County Board of Supervisors on the morning of December 10, 2024.
The proposed ordinance amendments make the new "Measure Q Committee" consistent with the "Measure M Committee," including incorporating the recent amendments to the Measure M Committee regarding appointments. This way, there will be consistency between the Brown Act bodies, and both bodies will be memorialized in the Municipal Code under Chapter 3.
