Construction Management & Inspection Services for Yosemite Avenue Improvement Project CIP No. 26039
Recommendation:

Adopt a resolution approving an agreement for services with Mozamo Engineering for construction management and inspection services for the Yosemite Avenue Improvement Project CIP No. 26039 in an amount not-to-exceed $304,013.47; and authorize the City Manager or designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
On October 21, 2025, the City of Manteca City Council prioritized Yosemite Avenue as a future pavement improvement project.
Staff worked with the San Joaquin Council of Governments to identify $5,762,744 in Federal Surface Transportation Block Grant for pavement improvements along Yosemite Avenue. Subsequently, the Yosemite Avenue Improvement Project CIP No. 26039 (West City Limits to Walnut Ave) construction contract was awarded to United Pavement Maintenance Inc.
The project includes the installation of:
* New Pavement
* New bike lanes
* New signage and striping
On May 19, 2026, the City issued a Request for Proposals for Construction Management and Inspection Services (CM&IS) for the Project.
On June 2, 2026, the following proposals for CM&IS were received:
* 3D Built
* Mark Thomas
* Mozamo
* Willdan
The City formed an evaluation committee to review and rank all proposals based on the advertised criteria and the evaluation committee concluded that Mozamo Engineering is the most responsible, responsive, qualified firm, and meets the Project's specific goals. Staff completed cost negotiations with Mozamo Engineering for an amount not-to-exceed $304,013.47 for CM&IS for the Project.
