Background:

Every three years the California Building Standards and related Model Codes such as the Building, Residential, Electrical, Plumbing, and Mechanical Codes are adopted by the State of California in the California Building Standards Code. The new codes shall become effective on January 1, 2026, throughout the State.

 

The requirements of each of these codes become applicable in the City unless amended by the City pursuant to Health and Safety Code Section 17958, 17958.5, and 17958.7. Pursuant to Health and Safety Code 17958, before any modifications or changes can be made to the California Building Standards Code the governing body of a city shall make express findings that such modifications or changes are reasonably necessary due to local climatic, geological, or topographical conditions.

 

The recently adopted Budget Trailer Bill AB130 prohibits any new amendments to Title 24 and the referenced California Building Standards. As a result, only the local amendments previously adopted by ordinance are being carried forward, with no material changes proposed to the existing regulatory standards.
