Background:
The City of Manteca last adopted a comprehensive Parks and Recreation Master Plan in 2016. Since then, the City has continued to grow and diversify, with new recreation trends, higher community expectations, and increased construction and operational costs. To keep pace, the City has initiated an update to the Master Plan to provide a relevant, strategic, and implementable guide for the long-term planning, development, and management of parks, trails, recreation facilities, open space, and programs.
The Parks and Recreation Master Plan Update builds upon the framework established in the adopted plan while incorporating updated demographic data, community input, participation trends, facility conditions, and industry best practices. The updated plan reflects current conditions and future needs and aligns park and recreation planning with the City's broader land use, development, and capital planning efforts. The update is also in general conformance with the City's current General Plan.
Community engagement and stakeholder input were integral to the update process and included public outreach, targeted surveys, coordination with City staff, review of participation and usage data, and technical analysis. The resulting recommendations reflect community priorities and provide a balanced approach to maintaining existing assets while planning for future growth.
