Recommendation:

Adopt a resolution determining Diede Construction, Inc. to be the lowest responsive and responsible bidder for the Wastewater Quality Control Facility (WQCF) Breakroom and Operator Control Room Remodel Project (CIP 24047), awarding the construction contract to Diede Construction, Inc. in the amount of $1,909,000 and approving a project construction contingency not-to exceed $190,900 (10%), for a total construction budget of $2,099,900; and authorizing the City Manager or designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution

Background:
The City of Manteca WQCF, located at 2450 West Yosemite Avenue, has an existing breakroom which is undersized for this growing division. The remodel project includes the conversion of an existing storage building into a multipurpose breakroom and training room with an accessible restroom addition as well as the renovation of the existing breakroom into the plant operation control room. Exterior improvements include a concrete patio with a metal canopy and improvements to the accessible path of travel.
On August 19, 2025, City Council authorized a Call for Construction Bids and approved the Plans, Specifications and Estimate for this Project.
