Traffic Calming Measures along Wawona Street and Elm Avenue

Approve Traffic Calming Measures along Wawona Street (from Airport Way to Junction Drive) and along Elm Avenue (from W. Alameda Street to Blossom Drive); and direct staff to take all appropriate actions necessary to implement improvements in accordance with the Manteca Traffic Calming Program.

Background:
On November 20, 2018, the City Council adopted the Manteca Traffic Calming Program (MTCP). The MTCP established a detailed ten-step process for the City and residents to follow when working to address traffic concerns related to speeding.
The communities along the subject segments of Wawona Street and Elm Avenue requested traffic calming measures (Step 1) and City staff responded by following the step-by-step Traffic Calming Process per the MTCP. The steps taken are listed below (Steps 9 and 10 will be completed pending City Council approval):

? Step 4: Stage 1 Traffic Calming
? Step 5: Data Collection for Stage 1 Traffic Calming
? Step 6: Stage 2 Traffic Calming
? Step 7: Applicable Traffic Calming Measures
? Step 8: Community Notification
? Step 9: City Council Approval
? Step 10: Implementation and Analysis
The Engineering, Public Works, Police, and Fire Departments have gone through the MTCP review process and agree that speed lumps (stage 2 traffic calming measures) along Wawona Street and Elm Avenue are warranted. Contingent upon approval, Public Works staff will install the speed lumps. Attachment 1 shows the proposed locations of the speed lumps.
