Background:
As part of the conditions of approval for development for the Indelicato and Dutra subdivisions, the developers are required to annex into an existing CFD to provide funds towards the maintenance of streetlights, streetscapes, parks, streets and provide funding for public safety services.
In 2022 the City Council approved the formation of CFD No. 2022-1 and established the City limit boundaries as the future annexation area. The Indelicato and Dutra subdivisions were not within the boundaries of the future annexation area as they were not within the City limits at that time. The projects have since annexed into the City.
On February 18, 2025, the City Council adopted a resolution of intention to add territory as a future annexation area to CFD No. 2022-1. The resolution was the first step to expand the future annexation boundaries to allow for the Indelicato and Dutra projects to annex into CFD No. 2022-1 utilizing the previously approved abbreviated process (Unanimous Approval Process). The resolution of intention set the public hearing on the matter for tonight, April 15, 2025. The future annexations will occur once the amendment to the future annexation area is completed.

There is no fiscal impact associated with adoption of this resolution.
