Background:
Windward Pacific Builders, the developer of the Vintage II Subdivision, was required to install offsite improvements including roadway widening, the extension of curb, gutter and sidewalk, and the extension of a water lateral for the benefit of 1840 Pillsbury Road (APN: 224-050-07).

In accordance with the City of Manteca Municipal Code and adopted Resolution R1996-132, developers are entitled to reimbursement for City-directed, additionally installed, or oversized improvements. The reimbursement is received through the creation of an Area of Benefit. An Engineer's Report distributes the cost of the installed improvements across all beneficiary properties and sets an amount that each beneficiary property will reimburse to the original developer when the property connects to the included improvements.

On behalf of the developer, the project engineer has submitted the Engineer's Report (Attachment 3) that identifies the beneficiary property and sets the reimbursement amount for the property. The report has been reviewed by the City and staff agrees with its contents and the cost allocation.

In accordance with the City's Area of Benefit Establishment Criteria, at the November 19, 2024 City Council Meeting, City Council set this Public Hearing for approval for no sooner than four weeks from that day.
