Background:
On March 1, 2016, the City Council approved by Resolution Ordinance No. 1580, amending Manteca Municipal Code, Title 17, to include the Family Entertainment Zone (FEZ) Master Plan (Plan) as an appendix to the Title and thus adopting the Plan; later amended on April 5, 2016 and April 3, 2018.
On August 28, 2023, the City released a Request-for-Proposal (RFP) to secure a consultant to update the City's FEZ Master Plan with deadline to respond by September 25, 2023, later extended to October 16, 2023. The RFP sought consulting services to conduct and prepare a highest and best use market demand analysis, feasibility studies, and conceptual site designs for this approximately 140-acre city-owned property.
Hunden Strategic Partners, Inc. ("Hunden Partners") was selected as the most qualified respondent to perform the requested services and was awarded the contract at the December 19, 2023, City Council Meeting. The contract was executed on January 17, 2024, to complete the Master Plan Update, including updating the required environmental analysis, for the Family Entertainment Zone Master Plan.
