Background:
The City of Manteca ("City") and the Manteca Unified School District ("MUSD") partnered to secure a grant of approximately $8.37 million from the State Water Resources Control Board ("State Water Board") for the construction of Well 30 and all associated equipment necessary to supply drinking water to Nile Garden Elementary School. This effort is part of the Nile Garden Well 30 Water Supply Project, CIP 21026 and 21034 ("Project").

On June 20, 2023, the City Council awarded the Phase 1 construction contract to Nor-Cal Pump & Well Drilling ("Nor-Cal Pump") in the amount of $927,853 and approved an agreement with Brown & Caldwell ("B&C") for Phase 1 construction management and inspection services ("CMIS") in the amount of $206,867, see Attachment 5.

On March 5, 2024, the City Council awarded the construction contract for Phase 2 of the Project to T&S Construction in the amount of $4,925,000 and approved Amendment No. 1 for CMIS with B&C in the amount of $674,044, see Attachment 4.
