Background:

To evaluate the quality and effectiveness of services provided by the Manteca Fire Department and to plan for future needs, the City retained Fitch & Associates to conduct an updated Standards of Coverage assessment. Throughout 2025 and into 2026, Fitch worked closely with the Fire Department, City staff, and labor representatives to review operational capabilities, deployment strategies, and service delivery performance.

 

The Standards of Coverage (SOC) study provides a comprehensive analysis of the Department’s ability to respond to fire, EMS, rescue, and other emergencies. It examines community risk, service-demand trends, staffing levels, station distribution, and response reliability.

 

Current performance shows that the Department continues to provide quality service, though rising call volume and limited staffing are placing pressure on unit availability and response times.

 

Forecasted needs include increased staffing, improved deployment capacity, and future station plans to ensure service levels keep pace with community growth.

The study offers strategic recommendations to strengthen emergency response capabilities and support both current operations and long-term community needs.
