Background:
On June 20, 2023, City Council awarded the construction contract to Conco West, Incorporated in the amount of $3,278,000 and approved a construction contingency of $362,251 for a total not-to-exceed project cost of $3,640,251 for the Well 29 1,2,3-Trichloropropane (TCP) Treatment Project (CIP 22058) ("Project").

* Performing a caustic wash of the TCP treatment vessels and piping.
The final construction cost is $3,383,047.72 and the Contractor has signed the final payment certification, see Attachment 4.
There is a 5% retention totaling $169,152.39 that will be released to the Contractor no sooner than 45 days after filing of the Notice of Completion with the San Joaquin County Clerk....
