title
Staff recommends that the City Council receive and file the Fiscal Year 2026-2027 City Council Goals and Priorities Work Plan.

body
Background:
On February 19, 2026, the City Council held a special meeting to:
1. Review the Fiscal Year 2026-27 Goals and Priorities Work Plan, reflect on 2025 citywide accomplishments, and identify and rank priorities for Fiscal Year 2026-27.
Following staff presentations and discussions, the City Council established and ranked five strategic priority areas for Fiscal Year 2026-27:
1. Public Safety
2. Plan for Updating City Infrastructure and Facilities
3. Quality of Life
4. Economic Development & Vitality
5. Organization Health & Governance
Staff also presented a comprehensive list of departmental needs and priorities for FY 2026-27. These, along with initiatives carried over from the FY 2025-26 Work Plan, have been incorporated into the attached FY 2026-27 Council Goals & Priorities Work Plan.
The Work Plan outlines high-level goals supported by specific, actionable tasks to be completed over the next 12 to 18 months. Each task includes an assigned department(s) to ensure accountability and progress tracking.
To promote transparency and community engagement, the FY 2026-27 Work Plan will be designed as a digital brochure and shared on the City's website and social media channels. Staff will provide regular updates to the City Council and the public on the status of the goals and related action items.
For FY 2027-2028, the city will look to create a longer-term strategic plan.
