Background:
The Manteca Fire Department (MFD) responds to an increasing number of emergency incidents each year. Fire personnel are routinely exposed to significant occupational risks, including physical strain, hazardous materials, and behavioral health stressors.
The National Fire Protection Association (NFPA) Standards 1582 and 1583 recommend annual medical evaluations and fitness assessments to ensure firefighters are medically and physically capable of safely performing their essential duties.
Historically, the Department has relied on off-duty or piecemeal medical evaluations, resulting in inconsistent compliance, scheduling challenges, and additional overtime costs for backfill coverage. To address these issues, the Department proposes implementing a structured, on-duty wellness and medical exam program. This approach enhances employee health, ensures compliance with best practices, reduces administrative burden, and supports operational readiness.

Fiscal Impact:
If approved, funding for this three-year contract will be provided through a combination of the General Fund (Fund 100) and Measure M (Fund 320) allocations that support Fire Department staffing, wellness, and medical programs. Sufficient appropriations exist within the current Fiscal Year 2025-26 budget to support this agreement, and funding will be included in subsequent fiscal years. No additional appropriations are needed at this time.
