Approve the purchase of SCOTT X3 Pro Self-Contained Breathing Apparatus (SCBA) from Allstar Fire Equipment for a total of $999,190.97 utilizing the Houston-Galveston Area Council Cooperative Purchasing Program (HGACBuy) contract #EE11-24 and authorize the City Manager or designee to sign all necessary documents and take any actions required to ensure the successful completion of this purchase.

Background:
The Fire Department currently utilizes Self-Contained Breathing Apparatus (SCBA) units that are approaching the end of their recommended service life. The current models, originally placed in service over a decade ago, are no longer fully compliant with the most recent National Fire Protection Association (NFPA) 1981 and 1982 standards for respiratory protection and PASS (Personal Alert Safety System) devices. Over time, advances in SCBA technology have significantly improved firefighter safety, operational efficiency, and integrated communications capabilities.
Modern NFPA-compliant SCBA units offer enhanced ergonomic design and lighter weight materials, thus reducing firefighter fatigue during extended incidents. Integrated electronic accountability systems and updated PASS devices improve situational awareness and firefighter survivability in emergency conditions. The latest models also incorporate upgraded communications technology, including Bluetooth(r)-enabled voice amplification and direct radio interface, allowing clearer and more reliable communication in high-noise and low-visibility environments.
