Adopt a resolution determining United Pavement Maintenance, Inc. as the lowest, responsive, and responsible bidder for the Main Street (Northgate Drive to Alameda Street) Bike and Pedestrian Improvement Project CIP 20005; awarding the construction contract to United Pavement Maintenance, Inc. in the amount of $2,995,249.25; approving an Agreement for Services with TRC Engineers, Inc. to provide construction management and inspection services in an amount not-to-exceed $184,000; approving a Project contingency of $300,000; amending the FY 2024-2025 Annual Budget and Capital Improvement Program to increase CIP 20005's expenditure budget by the additional Federal HSIP grant of $850,000, appropriate revenue in the amount of $850,000 into Fund 480; appropriate expense in the amount of $850,000 to Fund 480; and authorizing the City Manager or designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
The Highway Safety Improvement Program (HSIP) is a federal grant program that funds transportation-related safety projects. The City of Manteca (City) received $1,661,040 in HSIP funding for the Main Street (Northgate Drive to Alameda Street) Bike and Pedestrian Improvement Project CIP 20005 (Project).
