Background:

In compliance with the Landscape and Lighting Act of 1972 and the Benefit Assessment Act of 1982, the City Council annually reviews assessments for its Landscape Maintenance Districts (LMDs) and Benefit Assessment Districts (BADs). Following preliminary approval on June 3, 2025, with no subsequent changes, the attached resolution authorizes the levy and collection of assessments for FY 2025-26. These assessments fund enhanced landscaping and drainage improvements beyond standard City requirements, with costs covered by property owners within each district. Certification of assessments for LMDs, BADs, and Community Facilities Districts (CFDs) will be presented at a future meeting.

 

Fiscal Impact:

The Annual Engineer’s Report, approved on June 3, 2025, sets the FY 2025-26 levies for the City’s landscape maintenance and benefit assessment districts, as detailed in Exhibit A. These levies are based on projected maintenance costs for enhanced improvements. Without them, the General Fund or other City funds would need to cover these expenses.
