Background:
The City’s incumbent Police Chief, Stephen Schluer was appointed in 2023. Due to total compensation compaction between the Police Chief position and the Manteca Public Safety Management Association (MPSMA) which represents subordinate Police Management classifications, Schluer was placed at the top step salary wage grade for Police Chief (Step E).
In 2024, the City Manager requested Human Resources to review market salary data for executive management classifications. The results of this study showed that the Police Chief base salary is 5.03% below the median market compared to our comparative agencies.
It is recommended that the City Council approve a 5.03% market base salary increase to the Police Chief classification. This adjustment will assist with broadening the total compensation spread between the Police Chief and MPSMA unit, and improve the City’s competitiveness with retaining top police safety talent.
Attached to this staff report and resolution is the updated Executive Management salary matrix.
Fiscal Impact:
The financial impact to cover the increased salary and benefit costs for Police Chief is approximately $15,000 per year, all of which is covered by the General Fund.
