Adopt a resolution approving an Agreement for Services with Mark Thomas & Company, Incorporated for the Development of Plans, Specifications and Estimate for the Airport Way Widening Project from Daniels Street to Waterfall Way for a total not-to-exceed amount of $1,961,563; Amending the Fiscal Year 2025-2026 Capital Improvement Program to include the Airport Way Widening Project and assign a new CIP Number; Close the former Airport Way Pavement Improvements Project (CIP 11027); and authorizing the City Manager or designee to complete and execute all associated documents and take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
Several years ago the City of Manteca ("City") created the Airport Way Pavement Improvements Project (CIP 11027). Recently, the City secured approximately $6.7 million dollars in PG&E Rule 20A funds for the undergrounding of existing overhead PG&E utilities along Airport Way from Daniels Street to Waterfall Way, which must be located within the ultimate right of way. To facilitate expenditure tracking of these new funds and address changes in the nature of the work and project limits it is desirable to create a new CIP project, the Airport Way Widening Project ("Project"), close out the former project and transfer the remaining funds to the new Project.
The new Project will include the following:
- Development of Plans and Specifications and Estimate for Airport Way widening per the 2043 General Plan
- Preparation of plats and legals for ROW acquisition
