Background:

The City Council previously authorized the WQCF Alternative Energy Development Project (CIP 12013) to plan, design, and construct alternative energy projects to reduce energy costs. Photovoltaic solar systems and/or co-generation systems were identified as having the potential to supply the WQCF’s electricity needs at significantly lower costs than primary utility power.

On December 7, 2018, City Council authorized staff to advertise requests for proposal for design-build of the WQCF Alternative Energy Development - Solar Field Project.

On January 14, 2019, a total of five proposals were received for this project.  Proposals were ranked based on five mandatory criteria (price, technical design and construction expertise, life cycle costs, skilled labor force availability and safety record). Additionally, project design, schedule and management planning were evaluated as additional critical criteria for the project. Through this selection process, Borrego’s proposal was determined to be the best value for this project.

On February 19, 2019, City Council awarded a design-build contract on a “best value” basis to Borrego Solar Systems, Inc. for an amount not to exceed $2.06 per kWp and $5,533,019.                     A contract was executed for an amount of $4,796,087 for a Photovoltaic solar field producing 2.5 MW of power, designed to expandable up to about 5 MW in the future.

The project site is located adjacent to the City of Manteca Wastewater Quality Control Facility (WQCF) at 2450 W. Yosemite Avenue. The proposed location would occupy up to approximately 15 acres of land adjacent the southern fence-line of the industrial facility portion of the WQCF extending approximately 270 feet south from the fenceline.

An Initial Study and Mitigated Negative Declaration (IS/MND) was prepared in compliance with the California Environmental Quality Act (CEQA) (as amended through Public Resources Code Section 21000 et seq.) and the State CEQA Guidelines (California Code of Regulation Section 15000 et seq.).  On May 27, 2019, a notice of intent to adopt the attached IS/MND was prepared and routed to residents and businesses within 300 feet of the WQCF Alternative Energy Development - Solar Project, to the Manteca Bulletin newspaper and to the State Clearinghouse for distribution to agencies (SCH #2019059116). The public review and comment period will close June 26, 2019. A copy of the IS/MND is available for viewing online at:

Fiscal Impact:

There is no fiscal impact in adopting the Initial Study/Mitigated Negative Declaration for the WQCF Alternative Energy Development Project (CIP 12013). Total project cost is $6,217,405 and is funded as follows:

 

Sewer Maintenance & Operations - $4,925,000 (Account No. 640.00.00.900.8450.03)

Sewer Bonds - $1,292,405 (Account No. 650.00.00.900.8450.03)
