Subject: Ratification of the San Joaquin Council of Governments (COG) Annual Financial Plan

Adopt a resolution ratifying the San Joaquin Council of Government’s 2019-20 Annual Financial Plan.

Background:
Each year, all of the cities within San Joaquin County, as well as the County itself, are presented with COG’s proposed Annual Financial Plan for the upcoming fiscal year. The Joint Power’s Agreement between COG and its member agencies require the COG Board to deliver the proposed Financial Plan to the agencies for ratification. The plan is approved if a majority of members, representing a majority of the population, approve its ratification.
The City has received a copy of the proposed Annual Financial Plan, Attachment 2, which is being presented to the Council for consideration and COG’s resolution, Attachment 3, adopting the Annual Financial Plan.
The attached letter, Attachment 4, outlines the various changes to the Annual Financial Plan.
Fiscal Impact:
Ratification of the proposed financial plan will allow implementation of the Council of Governments’ work plan for fiscal year 2019-20 and has no direct fiscal impact to the City of Manteca.
