Receive City Council questions and comments regarding the Preliminary Budget for Fiscal Year 2019-20; review and discuss any action items proposed and instruct the City Manager regarding the final budget document.

Background:
Staff will provide a brief presentation on the overall budget document and receive and respond to any questions or comments.
Staff will also provide some recommended changes based on discussions and discoveries that have occurred after the budget training session.
Fiscal Impact:
Any changes in funding from the Preliminary Budget as a result of the discussion at the budget study session will be reflected in the final budget to be presented for approval on June 18, 2019
