Background:

The Transit Center is a 9,695 square foot, single story building that houses both assembly uses and administrative services for the City of Manteca. Construction on the Transit Center commenced in 2012 and was completed in 2013.

 

In 2013, a permit was issued for three accompanying shade structures located to the southeast of the Transit Center. Each of the shade structures is 18’-10” x 153’ with low-sloped roofs to support solar panels that provide electricity to the Transit Center.

 

On August 26, 2017, a utility truck, making a delivery to the Transit Center for a private event, attempted a U-turn under one of the shade structures. The cargo box hit the shade structure’s steel tapered rigid supports severely damaging the member and damaging the light gage steel purlins.

 

On August 7, 2018, the City Council took the following action: Adopted a resolution amending the FY2018-19 Capital Improvement Plan to include constructing the Manteca Transit Center Shade Structure Repair Project; determined Stratus Construction Co. to be the lowest responsive bidder for the Project; awarded the contract to same for an amount not to exceed $149,416.72; and authorized the City Manager to sign the agreement and all necessary documents and approve change orders in accordance with the City Purchasing Policy.

 

On January 22, 2019, Juan Portillo, Transit Supervisor, was walking around the Transit Center and noticed a second damaged steel beam on one of the shade structures. The damage to the second steel beam was not as severe as the damage done to the first steel beam and column that were repaired by Stratus Construction. It is not known if the damage to the second steel beam occurred with the incident that damaged the first steel beam and column.

 

On March 19, 2019, the City Council took the following action: Approved a Change Order for $12,680 for Stratus Construction Co. to repair the second damaged steel beam at the Manteca Transit Center Shade Structure; and authorized the City Manager to sign the change order and all associated paperwork in accordance with the City of Manteca Purchasing Policy.

 

Both the original Repair Project and the Change Order Repair Project have been constructed in general conformance with the approved contract plans and specifications. Staff recommends that the City Council accept the construction as complete and authorize the City Clerk to file a Notice of Completion. Acceptance constitutes final completion of the Manteca Transit Center Shade Structure Repair Project (CIP #19063).

 

Fiscal Impact:

All funds necessary for the original Manteca Transit Center Shade Structure Repair Project, due to delivery truck damage, were included in the Fiscal Year 2018-19 Adopted Budget, Transit Repair and Maintenance Major Repair & Contingency Account (No. 190.50.00.000.6400.03, Project 19063). The City is seeking reimbursement for the damage incurred.

 

The Change Order Repair (2nd damaged beam) was funded from the Transit Repairs & Maintenance, Building account (No. 190.50.00.000.6400.01).

 

Total expenditures for the Transit Center Shade Structure Repair Project and Change Order Project are as follows:

 

1. Engineering                                 $  28,580.00

2. Construction                                 $159,249.72

3. Permit + Inspection           $    1,754.87

TOTAL:                                                       $189,584.59
