Background:
On November 20, 2018, a resolution appropriating funds for the purchase of license plate recognition cameras and authorizing a Request for Proposal to be sent out was approved by the City Council. (CIP 18057)

License plate data is very useful in solving burglaries, robberies, stolen vehicles and other cases where a license plate, partial license plate or certain vehicle characteristics are known. The license plate readers also scan for known stolen or hot listed vehicles and alert the police of their presence.

The City believes that with the purchase and placement of license plate recognition cameras, the Manteca Police Department will be able to deter criminal activity at various locations within the city limits as well as have a tool to help in the identification, apprehension and prosecution of criminals.

The City conducted an RFP, and after a competitive process, Lehr was found to be the most responsive bidder. Lehr uses the Vigilant data system. Vigilant is the leader in license plate recognition with over 8.2 billion records. Vigilant adds over 120 million records a month through their extensive camera system. Agencies using Vigilant in the San Joaquin Valley include City of Merced, City of Sacramento, County of Sacramento, City of Stockton and our neighbor to the South, Ripon. Our contract with Lehr and Vigilant will give us access to all of their data also.
