Background:
On January 29, 2019 the Council approved the 2019 City Council Goals and Priorities. One if these goals specifically called for Effective and Efficient Government. To this end, the City Manager tasked his administration team to begin exploring ways to track performance, create dashboards, and display scorecards visible to the community, demonstrating that the City is making progress toward the Council's Strategic Goals and embracing transparency.
It is the staff's intention to approach the selection of a performance and open data publishing tool utilizing a combination of existing software tools, add-on modules, and internal staffing wherever possible.
In parallel to this effort, the staff will also begin the process of assessing what key performance indicators (KPI's) leadership are most interested in. An effort will be made to ensure the priority items have staff input and align with council goals. We will work to identify and prioritize measures and metrics that are easiest to acquire data for, "low hanging fruit", including the data obtained from the citywide satisfaction survey fall 2018, and set to occur annually hereafter.
As time moves forward, we will begin capturing more complicated datasets, which demonstrate how well the City is performing from an outcome measure perspective. The process we will use to approach the global Performance and Open Data effort is outlined in attachment 1.

Fiscal Impact:
In the FY2019-20 operating budget, $30,000 has been allocated in the General Fund City Manager Professional Services account (100.03.00.000.6000.01) for Open Data Portal Integration. These funds will be used to augment existing systems and begin our open data portal effor...
