Background:

On September 18, 2018, Public Works proposed a Manteca Traffic Calming Program to the City Council. The proposed program addressed several traffic issues pertaining to speeding, pros and cons of the traffic calming program, potential traffic calming measures, community outreach and consensus procedures, the phases of the traffic calming program, design immunity problems, and the traffic calming case study.

 

After a comprehensive discussion and a Q&A session, the City Council unanimously approved the development of a Traffic Calming Program, and directed Public Works Staff to take the necessary steps to develop a program for City Council review and approval.  

 

On November 20, 2018, the City Council adopted the Manteca Traffic Calming Program (MTCP). Following the adoption of the MTCP, the City received several applications to install traffic calming measures in accordance with the ten steps outlined in the MTCP. The community within Hacienda Avenue, completed Steps 1 through 8, outlined in the MTCP (refer to list below), to install traffic lumps at various locations.  The Fire Department and Police Departments have reviewed and approved the traffic calming proposal.

 

The MTCP process includes the following ten steps:

§                     Step 4: Stage 1 Traffic Calming (completed)

§                     Step 6: Stage 2 Traffic Calming (If Stage 1 exceeds the traffic calming criteria) (completed)

§                     Step 7: Applicable Traffic Calming Measure - Selection (completed)

§                     Step 8: Community Notification or Meeting (completed)

§                     Step 9: City Council or Department Approval (item being considered)

§                     Step 10: Implementation and Analysis (to be completed following Council approval)

 

The next step in MTCP Phase 2 is Step 9, which requires City Council approval, followed by Step 10, which consists of installing a proposed traffic calming measure such as traffic lump. Public Works staff requests that City Council approve the application from the Hacienda Avenue residents and implement the traffic calming measure consisting of traffic lump installation in Hacienda Avenue between La Mesa Way and Orchard Way, as shown in Attachment 1. The traffic lumps include gaps that will allow Fire Department’s emergency vehicles, with wider wheelbases, to travel through unobstructed as shown in Attachment 1.

 

The engineer’s estimated cost for a traffic lump is $20,000.

 

Staff recommends the council to adopt a new Hacienda Avenue Traffic Calming Measure, direct Public Works staff to carry out Phase 2 of the Manteca Traffic Calming Program implementing the steps in Phase 2 to install a new traffic lump as the traffic calming measure for a portion of Hacienda Avenue.

 

Fiscal Impact:

Funds for Traffic Calming is included in the FY2019-20 Adopted Budget (Account No. 460.40.70.600.6280.36).  There are no fiscal impacts at this time.
