Background:
The purpose of the Fire Facility Impact Fee is to require "new development" to fund the one-time cost of expanding the Department's facilities, apparatus, and equipment in order to maintain its existing level of service within the service area of the City of Manteca.

The Fire Facility Impact Fee was last updated in 2012. Since the last update construction, apparatus, equipment, and land cost have increased considerably.

In order to impose fees, a Nexus Study must demonstrate that a reasonable relationship between new development, the amount of the fee, and fire facilities, apparatus, and equipment funded by the fee.

A comparison of the existing fee and the proposed new fee can be found on page 29 of the study. Further, a comparison with other nearby cities can be found on page 30.


Fiscal Impact:
The fee program is designed to generate revenue to provide needed equipment, facilities and apparatus attributed to new development. The replacement of existing facilities, equipment and apparatus that is attributed to existing development is not covered by this fee program. New development will only pay for the impacts of new development and will not cover existing shortfalls or funding issues.

It is expected that the proposed fee program would generate approx. 56% of the funds needed to support the current level of service. Additional funds to replace existing facilities and equipment will need to be established. A breakdown of the needed improvements can be found on page 16 of the study.
