Background:
The City of Manteca adopted its first Parks and Recreation Master Plan in December of 2016. The 20-year adopted plan serves to guide the stewardship and expansion of parks, recreation facilities, and community services in Manteca. The Master Plan identified three key facilities needed in the Manteca community: an aquatic center, a recreation center, and a sports park.
In November of 2018 the Parks and Recreation Department entered into a professional service agreement with LPA to conduct a feasibility study on the three facilities. The study included outreach with key stakeholders, residents, the business community, and agency partners such as Manteca Unified School District. Following this outreach, two community workshops were held to explore conceptual locations and site plans incorporating the most-desired amenities as identified by workshop participants. The feasibility study further includes professional construction-cost estimates, operational costs, and recommendations for funding options.
A total of three conceptual sites were studied to help determine potential construction and operating costs and help guide City leaders in future decisions. Any three of these locations would make viable facility sites. However, the City could also choose to purchase a separate site in the future to phase selected facilities and position Manteca for the future and growth that is occurring.
Fiscal Impact:
There is no immediate fiscal impact with this item. If the projects move forward, the future recommendation of potential funding mechanisms may include a general obligation bond measure, a sales tax measure, or a parcel tax/CFD. The Parks and Recreation Department will be working with a consultant in the next couple months to move forward with public-opinion polling survey. The consultant/polling will explore the viability of these funding options, as well as others, to see what the voter preference is. Upon completion of the polling survey, staff will present the results, recommendations and next steps for potential funding sources to make these facilities come to fruition.
