Background:

The City of Manteca and Manteca Unified School District (MUSD) strive to work together for the betterment of those in our community, and are proposing an agreement addressing shared facilities, joint use agreements, the School Resource Officer (SRO) program.

 

Both agencies value program and services while being good stewards of taxpayer dollars aligned to our respective mandates. This agreement will ensure collaborative efforts, now and in future years, in order to keep the communities needs and resources as priorities for our organizations.

 

Although historical agreements have been used in the past, there have been some issues with them, including:

                     The Quid Pro Quo agreement did not fully support either City or District, nor was approved by approving bodies.

                     New agreement aligns legal and financial obligations.

                     Shared services are fair and equitable.

 

Agreement key points:

                     The parties desire to establish an arrangement to use each other’s Shared Facilities and no cost pursuant to the terms of this Agreement.

                     Clear agreement term and termination conditions for a period of one (1) year (“Term”). The Term may be extended by mutual written consent for five (5) extensions of one (1) year each.

                     Shared Facilities Use Limitations. Each Party must pay all direct costs, provide appropriate staffing, provide coordination and arrange scheduling for its uses of a Shared Facility.

                     Calendar Planning and Use Scheduling. Each will develop a master schedule for the Parties’ use of the Shared Facilities and discuss in biannual meetings.

                     The City will provide three (3) School Resource Officers at no cost to the District, at the District’s schools for the days and hours described in the agreement.

 

Fiscal Impact:

There is no fiscal impact association with this agreement for FY 2020.  School Resource Officer Revenue received in prior years was not budgeted for in FY 2020.
