Adopt a resolution amending the FY2019-20 Capital Improvement Plan to re-open the Downtown Parking Lot and Alleyway Project, increase the project budget, and approving a budget appropriation as specified in the Fiscal Impact section.

Background:
On November 20, 2018, City Council approved an agreement with McFadden Construction, Inc. for the construction of the Downtown Parking Lot and Alleyway Project for an amount not to exceed $787,663.35. The project involves removal and replacement of the concrete or asphalt surfaces, ADA improvements, drainage improvements, and lighting, where needed. Most of the work is nearly complete, the remaining work includes minor punch list items, lighting installation, and overlay of one parking lot.

During the course of the project various items were discovered that required additional work by the contractor, which included, repair of cracked concrete curbing, additional ADA improvements, unexpected drainage improvements, and irrigation improvements. Staff is requesting the City Council authorize the appropriation of $50,000 to cover the total cost of these changes and authorize the City Manager to approve change orders as per the City Purchasing Policy.

Fiscal Impact:
The Downtown Parking Lot and Alleyway Project (CIP 18052) had a total project budget of $908,655 and was funded by the General Fund Economic Development Reserve. It was anticipated at the end of FY19 that this project would be completed and closed. Carryover in the amount of $449,520 will be processed in FY 20 to cover the remaining contractual obligations.

In order to move forward with the completion of this project staff is recommending the following:
