Background:

This is the final reading and substitution of the title and adoption of an ordinance adding 1.08.050 General Elections - Campaign Limits. City Council waived the first reading of substitution of the title and introduced the ordinance at the Regular City Council Meeting of August 17, 2021. If approved, this ordinance will be effective thirty days following the adoption.

 

On March 2, 2021, during the Regular City Council Meeting, City Council discussed and provided direction on the state changes to campaign contribution limits in response to Assembly Bill 571. City Council, unanimously, voted to follow the state contribution limits.  The current state limit on contributions from an individual per calendar year is $4,900. This amount is subject to change by the Fair Political Practices Commission (FPPC) in January of odd-numbered years, to reflect increases or decreases in the Consumer Price Index, rounded to the nearest $100. If the amount is adjusted during the odd-numbered years, staff will bring forward an informational item to inform the City Council and the public of the change. Under AB 571, the FPPC will have expanded administration and provided enforcement for cities who follow the state limits.

 

The City of Manteca Municipal Code is currently silent on campaign limits. Adding 1.08.050 General Elections - Campaign Limits will codify the City Councils’ decision to follow the state contribution limit.

 

Fiscal Impact:

No fiscal impact to the City.
