Background:

On May 18, 2021 City Council approved an agreement with Inner City Action to operate the Homeless Emergency Center (Center) at 555 Industrial Park Drive through September 30, 2021.  In order to provide continued service through March of 2022, staff recently released a Request for Proposals (RFP) to all local homeless service providers.  Staff is recommending an extension to the current Inner City Action contract through October, 31, 2021 in order to provide sufficient time to receive proposals and potentially transition to a new shelter provider.  

 

In addition to extending Inner City Action’s agreement, an expanded scope of work is included in the amendment to provide a one-month pilot program to assist with downtown clean up, homeless outreach, beautification, and business support.  The program will operation six (6) hours a day, Tuesday through Saturday to supplement City efforts in the downtown area.

 

Fiscal Impact:

Operations costs for the Center are included in the current year budget.  The City has received $400,000 in ESG-CV funding to finance the cost of Center operations.

 

Total Amendment = $43,700

                     Center Operations (October 1 - 31) = $40,200

                     Downtown Assistance Pilot Program = $3,500
