Approval of Contract for Toby Wells to serve as City Manager

Background:

 

The City Council directed the City Attorney and Interim City Manager to facilitate a nationwide search using a search firm to recruit the next City Manager for the City of Manteca. Following an extensive, national search, staff is pleased to present the contract for Toby Wells to serve as the next City Manager for the City of Manteca for your consideration and approval.

 

Following good faith negotiations between staff and Mr. Wells, the parties mutually agreed on the terms and conditions set out in the contract, with a start date of Thursday, September 16, 2021, and a term running through September 15, 2024.

 

Prior to serving as the City Manager for the City of Turlock, California, Mr. Wells worked over six (6) years as the City Manager for the City of Ceres, California. Mr. Wells has also served as a Public Works Director, City Engineer, and Civil Engineer for several jurisdictions in the Central Valley since he graduated from Fresno State University with a Bachelor of Science in Civil Engineering in 1994. These other California municipalities include: Fresno Metropolitan Flood District; City of Turlock, California; City of Modesto, California; and the City of Livermore, California.

 

Recommended Action:

Staff is seeking approval of the agreement to appoint Toby Wells as City Manager.

 

 

Fiscal Impact:

Salary and benefits are set out in the contract.
