Background:
In accordance with the City of Manteca Municipal Code and adopted Resolution R1996-132 Area of Benefit Establishment Criteria, the developer is entitled to reimbursement for City directed, additionally installed, or oversized improvements. The reimbursement is received through the creation of an Area of Benefit. An Area of Benefit report determines the cost of the additionally installed or oversized improvements and distributes it across all benefitting properties. The report sets an amount that each benefitting property will reimburse to the developer when the property connects to the included improvements.

Jen California 23 LLC, the developer of the Villa Ticino West Subdivision, has agreed to install storm drainage facilities, and Basin/Park Landscape and Irrigation improvements. On behalf of the developer, the project engineer has submitted the attached report (Attachment 1) that identifies the benefitting properties and sets the reimbursement amount. In accordance with the City's Area of Benefit Establishment Criteria, once the developer and the City agree on the content of the report, the draft report shall be sent to the City Council for setting a Public Hearing. The report has been reviewed by City staff and is ready to be distributed to the benefitting property owners.

The public hearing date will be scheduled after the proposed beneficiaries have had time to review and comment on the report. The soonest the Public Hearing will be held is April 2, 2024, but it can be delayed based on the results of the review period.
