Approve an agreement with His Way Refuge Center starting February 1, 2024 through June 30, 2024, for the operation of the Unsheltered Emergency Center for an amount not-to-exceed $299,260 and authorize the City Manager to sign the agreement and any associated documents.

Background:
On August 29, 2022, City Council approved an agreement with His Way Recovery House, Inc. ("His Way") to operate the City's Unsheltered Emergency Center ("Center") from September 1, 2022 through June 30, 2023 and then extended agreements on June 14, 2023, July 15, 2023 and September 2023 from July 1, 2023 through January 31, 2024, respectively.

City Staff initially anticipated entering into a month-to-month agreement with His Way for February 2024. However, after careful consideration, City Staff has decided to initiate a Request for Proposal ("RFP") process to select an operational service provider for the Center beginning the Fiscal Year 2024-25, thus starting on July 1, 2024 through June 30, 2025.

His Way Recovery House Inc. is now operating the City's Center by His Way Refuge Center ("His Way"). The Center provides a clean and safe area for persons experiencing homelessness to develop a pathway towards permanent housing, income, healthcare and stability, thus helping bring the highest standard of community life to the City.

City staff now anticipates that His Way services will be needed for the remainder of Fiscal Year 2023-24 (i.e., through June 30, 2024), as the City effectuates a RFP process. Accordingly, staff is bringing forward this agreement to memorialize His Way services at the Center through June 30, 2024.
