Approve a three-year agreement with FGL Environmental Inc. in an amount not-to-exceed $169,650 and authorize the City Manager to execute the agreement and any necessary documents.

Background:
The City of Manteca’s drinking water system has a State Permit that authorizes the production, treatment and distribution of potable water to City customers. A portion of the permit requires monitoring and analysis of hundreds of constituents, to ensure they are below an acceptable level, called the Maximum Contaminate Level. The City’s laboratory processes dozens of analyses for the Water Division, however there are some analysis the laboratory isn’t authorized to process. The Water Division utilizes an outside laboratory to conduct these additional analyses.
The Public Works Department released a request for proposals to three analytical laboratories for these additional analysis. Two firms submitted proposals, BSK Analytical Laboratories at $58,205 annually and FGL Environmental Inc. at $56,550 annually. FGL Environmental Inc. was confirmed as the low bidder and they have submitted all the required documentation. Staff recommends approval of a three year agreement for an amount not-to-exceed $169,650.
Fiscal Impact:
The FGL Environmental Inc. Agreement is funded in the Water Operations and Maintenance Fund 680 (Account No. 680.40.85.560-6000.01). There are sufficient funds available for this agreement.
There is no General Fund impact.
