Background:
The previous Water Master Plan (WMP) was completed in 2005 by Kennedy/Jenks Consultants.

On June 15, 2021, the City of Manteca (City) entered into a professional services agreement with HydroScience Engineers Incorporated (HydroScience) for the preparation of the City's Water Master Plan and Rate Study. The project objective is to improve system resiliency, minimize maintenance and operation costs, account for new regulations, and evaluate impacts due to drought.

On December 5, 2023, staff shared a presentation with City Council on the current status of the Final Draft WMP. The 2024 Final WMP is now complete and includes the most current information available from the General Plan Update. This Master Plan is part of the overall Water Master Plan & Rate Study project (CIP 22041).

With completion of the 2024 Final WMP, staff now has an accurate accounting of the funding needed for the maintenance and operation of existing assets and development of future assets. Information from the 2024 Final WMP will be used to determine appropriate rate increases. These rates have not changed since 2009 and have thus significantly delayed necessary maintenance projects and correlating staffing levels.
