Background:
The previous Wastewater Quality Control Facility (WQCF) Master Plan was completed in 2006 by Nolte Associates, Incorporated.

The previous Wastewater Collection System (WWCS) Master Plan Update was completed in 2013 by NV5 (previously Nolte Associated, Inc.).

On October 19, 2021, the City of Manteca (City) entered into a professional services agreement with Stantec Consulting Services Incorporated (Stantec) for the preparation of the City's Wastewater Master Plan and Sewer Rate Study. The Capital Improvement Program project (CIP 22040) objective is to combine the WQCF and WWCS Master Plans into one document to improve system resiliency, minimize maintenance and operation costs, account for new regulations, and evaluate impacts due to drought.

On December 5, 2023, staff shared a presentation with City Council on the current status of the Final Draft Wastewater Master Plan (WWMP). The 2024 Final WWMP is now complete and includes the most current information available from the General Plan Update. This Master Plan is part of the overall Wastewater Master Plan & Rate Study project (CIP 22040).

With completion of the 2024 Final WWMP, staff now has an understanding of the funding needed for the maintenance and operation of existing assets and development of future assets.
